Snowball in Dota 2 is a term with two meanings:

Snowball ability of the hero Tusk: he turns into a snowball that rolls toward the enemy, picking up allies along the way. Upon arrival, it deals damage and stuns opponents.

Snowball as a strategy — refers to rapidly gaining momentum: a hero or team that gets an early lead (e.g., kills or a won lane) begins to grow stronger quickly, pressuring the enemy and leaving them little room to recover.
Snowball heroes are those who become extremely dangerous with a strong early game and can close out the match before the opponent has time to come back.
