Member of the Western European collective Tundra Esports Roman RAMZES Kushnarev on his personal channel in Telegram spoke out about a critical bug in Dota 2 related to Hand of Midas.

The essence of the bug is that if you use an artifact, put it on the ground, and then buy a second copy of Hand of Midas and immediately sell it, the cooldown of the first item picked up from the ground is zeroed.
